After the presentation, Mike <br /> <br />Rogers, Police Chief, expressed his opposition to the recommendation because <br /> <br />the decal serves as a law enforcement tool. Ruth Easley, Commissioner of the <br /> <br /> <br />Revenue, also expressed her opposition indicating that the decal is a discovery <br /> <br /> <br />tool for their office and mentioned other options that Council might consider <br /> <br /> <br />such as a license plate. After further questions and discussion, the issue was <br /> <br />tabled. <br /> <br />City Manager Collins mentioned that Council had authorized the <br /> <br /> <br />continuation of the study on the impact of reversion to the County and that the <br /> <br /> <br />report should be complete in another month or two. <br /> <br />Council considered the option to purchase a track loader currently being <br /> <br />used at the City landfill and leased from Carter Machinery. Leon Towarnicki, <br /> <br />Public Works Director, explained the option and recommended that we proceed <br /> <br />to purchase the track loader, utilizing funds from the sale of surplus landfill <br />
