<br />(b) To address housing needs which are not being met by the private sector. <br /> <br />(c) To develop an effective partnership involving close intergovernmental <br />collaboration, official and voluntary efforts, and participation of individuals and <br />organizations, appropriate for carrying out the foregoing purposes. <br /> <br />(d) To further the economic development of the community and its environs [*3] <br />and to promote and assist the growth and development of small business concerns." <br /> <br />H&R is not funded by the counties. Its bylaws specifically authorize it to file <br />applications for, receive and disburse federal, State and private grants. <br /> <br />The agreement contemplates that the staff of PDC would be enlarged by hiring four <br />persons presently employed by H&R, and two other persons. The executive director of <br />PDC would also become the executive director of H&R. PDC would, thereafter, provide <br />management and technical assistance to the board of directors of the other two <br />entities. The contract contemplates PDC providing: <br /> <br />1. All staff personnel to manage the operations of the other entities. <br /> <br />2. Current general marketing data. <br /> <br />J. (.;urrent data on available development sites. <br /> <br />4. An aggressive promotional program to develop an active prospect search effort. <br /> <br />5. Research and technical assistance. <br /> <br />6. liaison with private and government industrial development officials. <br /> <br />7. Assistance in hosting prospective industrial development clients. <br /> <br />8. Analysis of the area's economy. <br /> <br />Planning district commissions are public bodies established pursuant to the Virginia <br />Area Development Act, ~~ [*4] 15.1-1400 through 15.1-1452. These commissions <br />are creations of the legislature, not possessing Inherent or common law powers. <br />Statutes relating to such public bodies are interpreted strictly against the body. Any <br />power provided to a commission, therefore, must be conferred expressly or by <br />necessary implication. 1977-1978 Report of the Attorney General at 304. Section <br />15.1-1404 provides, In pertinent part: <br /> <br />"(b) Without in any manner limiting or restricting the general powers conferred by this <br />chapter, the planning district commission shall have power: <br /> <br />(4) To make and enter Into all contracts or agreements, as it may determine, which <br />are necessary or incidental to the performance of its duties and to the execution of <br />the powers granted under this chapter." <br /> <br />Section 15.1-1405(a) provides, in pertinent part: I <br />"It Sh~1I be the purpose of the planning district commission to promote the orderly J <br />
