M

Martinsville

A CITY WITHOUT LIMITS

February 7,2006

The Honorable Mayor and City Council
City of Martinsville
Martinsville, Virginia

Dear Council Members:

The Planning Commission, at its regular meeting of January 19, 2006, conducted a duly advertised
public hearing on a request by the City of Martinsville to rezone property located on the west side of S.
Memorial Boulevard from C-3 Commercial to M-2 Industrial. A decision on this proposal was tabled
pending additional information prior to making a formal recommendation.

At that Public Hearing it was noted that 1220 S. Memorial Boulevard, (known as parcel 50(08)00/02,
03B on the Tax Map of the City of Martinsville) is a 16-acre tract that was the former location of the
Coca Cola plant. This property is the only large tract of land in this section of the C-3 Commercial
corridor along S. Memorial Boulevard, but is within a block of an existing machine shop which is
zoned M-2 Industrial. There were four property owners that spoke at the hearing.

In order to assure compliance with Virginia Code 15.2-2200, it is stated that the public purpose for
which these Resolutions are initiated is to promote the public health, safety or general welfare of its
citizens and to plan for the future development of the community.

Following evidence heard at the public hearing, along with the additional information, the Planning
Commission voted (3-0), with two abstentions, to recommend to City Council the request be granted
to rezone 1220 S. Memorial Boulevard from C-3 Commercial to M-2 Industrial.

The Planning Commission respectfully submits the above recommendation for Council's further
consideration.

Sincerely,

Jay W.
