Mayor Cobbe <br /> <br />opened the Public Hearing. There were no speakers, and the Public Hearing <br /> <br />was closed. Council Member Roop moved to approve the Ordinance to rezone <br /> <br />property located at 599 and 601 Starling Avenue (known as parcel 43(08)7, 8 <br /> <br />on the Tax Map of the City of Martinsville) from R-9 Residential to P-2 <br /> <br />Professional on first reading; the motion was duly seconded and carried by the <br /> <br />following roll call vote, all members voting: Vote: 5-0. Yeas: (5) - Cobbe, <br /> <br />Reynolds, Roop, Ferrill, Clark. Nays: (0) - None. <br /> <br />Council considered business from the floor. Brad Beam and John <br /> <br />Kaczor (as Scooter the puppet) from the Fire Department announced the Police <br /> <br />v. Firemen basketball game to be held on Saturday, November 26, at the <br /> <br />Middle School to raise money to purchase bike helmets for the Bikes for Tikes <br /> <br />program. They also mentioned the new puppet program on fire safety that has <br /> <br />been presented in the city elementary schools and is now showing on MGTV <br /> <br />22. Charlie Miller, of Prospect Hill Drive, thanked the Council for the <br /> <br />opportunity to bring his Boy Scout Troop 61 to the meeting as part of their <br /> <br />requirements for citizenship merit badges. <br /> <br />City Manager Collins announced that the City Municipal Building would <br /> <br />be closing at 1 :00 p.m. on Wednesday, November 23, for the Thanksgiving <br /> <br />holiday and would reopen at 8:30 a.m. on Friday, November 25. He reminded <br />
