<br />-i <br />-.. <br /> <br />September 27, 2005 <br /> <br />Council Member Clark wanted to clarify for the citizens that expressed <br /> <br />concern about the increase in their utilities that Council only passed a 30 <br /> <br />percent increase to the citizens when in reality there was a 64 percent increase <br /> <br />in the cost to the city. He also indicated that city staff is negotiating at this <br /> <br />time for the new contract and will try to get the best deal possible. Wade <br /> <br />Bartlett as Director of Utilities indicated that he had spoke with several citizens <br /> <br />concerning their first bill after the rate increase. <br /> <br />Unfortunately, the increase <br /> <br />was put into place on July 1st, which is a time that usage goes up due to the <br /> <br />hot weather and many citizens saw a significant increase in their first bill. He <br /> <br />felt that he had sufficiently explained the situation to those who called and <br /> <br />they understood. Mayor Cobbe reminded citizens of the funds that were <br /> <br />available through the Salvation Army and Social Services for those who needed <br /> <br />assistance. <br /> <br />Council considered the need to meet in Closed Session. In accordance <br /> <br />with Section 2.1-344 (A) of the Code of Virginia (1950, and as amended) and <br /> <br />upon motion by Council Member Roop, duly seconded, and by unanimous <br /> <br />recorded vote, Council convened in Closed Session, for the purpose of <br /> <br />discussing the following matters: A personnel matter as authorized by <br /> <br />Subsection 1 and Appointments to Boards and Commissions as authorized by <br /> <br />Subsection 1. <br />
