<br />',,-oJ', '. <br /> <br />August 5, 2005 <br /> <br />A special and duly called meeting of the Council of the City of <br /> <br />Martinsville, Virginia, was held on August 5, 2005, in Council Chamber, <br /> <br />Municipal Building, beginning at 8:00 A. M., with Mayor Joe Cobbe presiding. <br /> <br />Council Members present included: Joseph R. Cobbe, Mayor and Council <br /> <br />Members James W. Clark, J. Ronald Ferrill, and Terry L. Roop. Kimble <br /> <br />Reynolds, Jr., Vice Mayor was absent. <br /> <br />-, <br /> <br />Council considered the need to meet in Closed Session. In accordance <br /> <br /> <br />with Section 2.1-344 (A) of the Code of Virginia (1950, and as amended) and <br /> <br /> <br />upon motion by Council Member Roop, duly seconded, and by unanimous <br /> <br /> <br />recorded vote, Council convened in Closed Session, for the purpose of <br /> <br /> <br />discussing the following matter: Consultation with legal counsel pertaining to <br /> <br />specific legal matters requiring the provision of legal advice by counsel as <br />authorized by Subsection 7. <br /> <br /> <br />At the conclusion of this Closed Session, each returning member of <br /> <br /> <br />Council certified that (1) only public business matters exempt from open <br /> <br /> <br />meeting requirements were discussed in said Closed Session; and (2) only <br /> <br /> <br />those business matters identified in the motion convening the Closed Session <br /> <br /> <br />were heard, discussed, or considered during said Session. <br /> <br />Mayor Cobbe stated that several documents needed to be approved <br /> <br /> <br />relative to our relationship with Henry County and the current Adelphia <br /> <br /> <br />franchise, all of which are contingent upon the approval of the same by Henry <br />
