<br />Tncre is hereby imposed a special tax on Martinsville consumers of telqlhonc
<br />SCf'\icc in the amoun1 oflhree dollan (S3,OO) per month fOf ~ch access line. Said 5peClal
<br />lax hereby imposo:l shall be first utilized solely for 1bc initial Qpilal, installallon ,and
<br />maintenance costs of the E911 emergency telephone sys1em. This levy shall be reduced
<br />when the capital and imlallalion costs have been fully re<:Qvered 10 the level necessary 10
<br />offset rcctJtTing maintenance. repair, and system upgrade costs and salaries or ponion of
<br />salanes of dispatchers or calltakers paid by the locality which are directly attributable to
<br />Ihe E911 program only. Said levy shall apply to all telephone service bills rendered on
<br />and after Augusl I. 1988, but shall nol apply to federal. state or local governmenl
