May 23,2005

Mr. Ferrill asked about a 15 percent decrease in the paving budget. Public Works

Director Leon Towarnicki explained that the department makes its best projection based

on state revenues and cost increases in other line items funded by street maintenance

-

funds. The city puts off all paving projects until spring to maximize the amount of paving

that can be completed based on available funds.

Mr. Bartlett explained that the budget funds a new traffic signals employee, traffic

signal coordination and synchronization, and replacement of control units, and that all of

those costs reduce the paving budget. Mr. Towarnicki indicated that the paving budget

should be approximately $520,000 for Fiscal 2006, depending on other costs. He also

addressed signals coordination, explaining that the contractor is studying intersections

now and expects to finish during the next two-to-three months. He also reported that the

Liberty Street-Clearview Intersection widening project is close to being on schedule.

Mr. Collins expects to hold the public hearing on May 24 for the budget, with

approval at the first meeting in June. Mr. Bartlett clarified that the budget will include

$30,000 for electric bill assistance to the needy, and that the administration will ask for

more if needed. Mr. Bartlett and Mr. Collins discussed electronic draft options for

customers.

With no further business to conduct, Council adjourned at 3:30 p.m.

Ji4t2 (: :J(~

/Matthew C.
