<br />l.\_';' <br /> <br />May 16, 2005 <br /> <br />Martinsville City Council held a budget work session on May 16, 2005 called to <br />order by Mayor Joseph R. Cobbe at 1 p.m. All members of council were present, as was <br />City Manager Dan Collins, Assistant City Manager Wade Bartlett, the city's <br />administrative directors and school superintendent Dr. Scott Kizner. <br />Prior to working on the budget, council received a brief update from John <br />Dyches, Water Resources Director, on the water quality report scheduled to be <br />delivered to all water customers. <br />Joan Ziglar, Commonwealth's Attorney, presented information to Council <br />demonstrating the need for local match of state funding for an additional prosecutor in <br />her office. <br />Dr. Kizner discussed school issues with Council, indicating that changes are <br />being made to instructional staff to reflect federal "highly qualified staff' mandates and <br />that the schools need to proceed with integration of K-5 instruction into two schools. <br />Kizner explained the literary loan and bridge loan funding needed, the funding structure <br />for building renovations to accomplish the integration, and detailed the post- <br />consolidation demographics for Patrick Henry and Albert Harris Schools. He also made <br />a case for increasing teacher salaries over the long term to be competitive with <br />surrounding localities. <br />After a five-minute break at 1 :58 p.m., Council discussed funding the Longwood <br />College Small Business Development Center with Dick Ephgrave and Virginia Tech <br />Cooperative Extension with Melanie Barrow. <br />Joyce Grogan presented funding needs for the Henry County-Martinsville <br />Department of Social Services.
