<br />- <br /> <br />- <br /> <br />t"lt. , <br /> <br />April 12, 2005 <br /> <br />A work session meeting of the Council of the City of Martinsville, Virginia, was <br />held on April 12, 2005, in Council Chamber, Municipal Building, beginning at 1 :00 P. M., <br />with Mayor Joe Cobbe presiding. Council Members present included: Joseph R. <br />Cobbe, Mayor; Kimble Reynolds, Jr., Vice Mayor; and Council Members James W. <br />Clark, J. Ronald Ferrill, and Terry L. Roop. <br />Robert R. Collins, City Manager, briefly reviewed items to be considered at the <br />regular meeting on April 26, 2005. <br />Matthew Hankins, Communications Manager, and Doug Gibson, General <br />Manager of the Martinsville Mustangs, presented an update regarding the baseball <br />franchise and introduced "Marty the Mustang." <br />Council received a presentation by Joyce M. Grogan, Director of Henry- <br />Martinsville Social Service, of a recent Facility Needs Assessment. She stated that <br />approximately $32,000 is now needed for professional consultation. A discussion <br />ensued regarding the needs, the consultant's role, and State guidelines. Council <br />advised Mrs. Grogan to submit a budget amendment request to the City Manager for <br />consideration. <br />Wade Bartlett, Director of Finance & General Services, presented the financial <br />report for month ending February 28, 2005. <br />Leon Towarnicki, Director of Public Works, reviewed the Commonwealth <br />Transportation Board's FY 2006-2011 Six-Year Improvement Program. <br />Council considered adoption of a Resolution recognizing April as Fair Housing <br />Month and expressing the City's pledge to provide equal housing opportunities for all <br />citizens.
