<br />November 22, 2005 <br /> <br />A regular monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, was held on November 22, 2005, in Council Chamber, Municipal <br /> <br /> <br />Building, beginning at 7:30 P. M., with Mayor Joe Cobbe presiding. Council <br /> <br /> <br />Members present included: Joseph R. Cobbe, Mayor; Kimble Reynolds, Jr., <br /> <br /> <br />Vice Mayor; and Council Members James W. Clark, J. Ronald Ferrill and Terry <br /> <br />L. Roop. <br /> <br />Following the invocation by Council Member Ferrill and Pledge to the <br /> <br />American Flag, Mayor Cobbe welcomed everyone to the meeting. <br /> <br />Council Member Ferrill moved to approve the minutes of the November 8, <br /> <br />2005 meeting as corrected; the motion was duly seconded and carried by the <br /> <br />following vote, with all members voting: Vote 5-0. Yeas (5) - Cobbe, Reynolds, <br /> <br />Roop, Ferrill, Clark. Nays (0) - None. <br /> <br />Council next considered the need to adopt an Ordinance, on first <br /> <br /> <br />reading, relative to legislative changes in the Personal Property Tax Relief Act <br /> <br /> <br />(PPTRA) effective January 1, 2006. Council Member Roop moved to approve <br /> <br /> <br />the Ordinance, on first reading; the motion was duly seconded and carried by <br /> <br />the following roll call vote, all members voting: Vote: 5-0. Yeas: (5) Cobbe, <br />Reynolds, Roop, Ferrill, Clark. Nays: (0) None. <br />
