<br />M <br /> <br />Martinsville <br /> <br />A CITY WITHOUT LIMITS <br /> <br />August 19,2005 <br /> <br />The Honorable Mayor and City Council <br />City of Martinsville <br />Martinsville, Virginia <br /> <br />Dear Council Members: <br /> <br />The Planning Commission, at its regular meeting of August 18, 2005, conducted a duly <br />advertised public hearing on a request by Stephen R. Powell, to rezone property located <br />at 509 E. Church Street, (known as parcel 34(03)A/16 on the Tax Map of the City of <br />Martinsville) from R-9 Residential to P-2 Professional, and to amend the City's Proposed <br />Land Use Map to indicate the northwest side of the 500 block of E. Church Street as <br />Professional rather than the present designation of Low Medium Density Residential. <br /> <br />At the Public Hearing it was noted this residential property is currently vacant. The <br />petitioner wishes to market the property for a professional use. Landscaping and parking <br />are to be provided in front of the property. The property is surrounded by R-9 <br />Residential and P-2 Professional zoning. This property is also designated as Low <br />Medium Density Residential on the Proposed Land Use Map of the Comprehensive Plan. <br />Should the proposed rezoning be granted, a change on the Land Use Map to a <br />Professional designation would coincide with the Zoning Ordinance. <br /> <br />An adjacent property owner spoke at the public hearing. He had no opposition to the <br />proposed rezoning or Land Use Map amendment, provided the adjacent residential <br />properties are allowed to continue to be utilized as residential. <br /> <br />In order to assure compliance with Virginia Code 15.2-2200, it is stated that the public <br />purpose for which these Resolutions are initiated is to promote the public health, safety or <br />general welfare of its citizens and to plan for the future development of the community. <br /> <br />Following evidence heard at the public hearing, the Planning Commission voted <br />unanimously (4-0) to recommend to City Council the rezoning request be granted <br />conditioned on compliance with the parking and landscaping requirements of the Zoning <br />Ordinance, and to amend the Proposed Land Use Map from Low Medium Density <br />Residential to Professional. <br /> <br />55 West Church Street P.O.
