<br />May 16, 2005 <br /> <br />Mr. Collins asked Council to consider attending the National League of Cities <br />conference in Charlotte in October. Mr. Roop indicated his belief that the Council travel <br />line item should not be increased, and Mr. Collins emphasized that he was adding a line <br />item for Council's strategic planning. Council voted 3-2 to leave funds in the budget for <br />the strategic planning and travel, with Vice-Mayor Reynolds and Mr. Roop voting in the <br />negative. <br />In city department budgets, Mr. Collins explained increases and strategies. <br />Human Resources is working toward self-funding the city's health insurance, and that a <br />$10,000 line item in communications is intended to help get more information to the <br />public through advertising. <br />The General District Court is facing a $5,000 increase in court-appointed <br />attorney's fees. Council clarified that it was removing the part-time City Clerk from the <br />budget and rejecting the City Manager's request for a full-time city attorney. <br />Mayor Cobbe pointed out that, without electricity rate increases, appropriations <br />are $400,000 less in FY2005 than in FY2004. Mayor Cobbe and Mr. Roop discussed <br />the effect of raises given to teachers and city employees July 1, stating that making the <br />raises effective that date will make the city's wages more competitive with other <br />localities. <br />Mr. Ferrill moved to adjourn the meeting at 4:12 p.m., with a second from the <br />Vice-Mayor and all members of Council concurring. <br />
