<br />M Martinsville <br /> <br />City Council <br />Agenda Swnmary <br /> <br />Meeting Date: <br />Item No: <br />Department: <br />Issue: <br /> <br />August 9, 2005 <br />2. <br /> <br />Public Works <br />Update on Liberty / Clearview intersection project <br /> <br />Summary: As part of the Liberty jClearview intersection project, two major Jones <br />Creek culverts will be replaced - one under Northside Drive just south of Taylor's <br />Supermarket, and one under Liberty Street. After participating in a number of meetings <br />and discussions with VDOT personnel and the project contractor, it has been concluded <br />that the most expedient method of construction is to completely block the roadway while <br />the culverts are constructed in place. After reviewing construction schedules taking into <br />account time of year, length of construction time for a complete closure compared to <br />closing one lane at a time, etc., the contractor is being allowed to completely close the <br />streets while the culverts are being constructed. <br /> <br />The current project schedule calls for Liberty Street to be blocked from Tuesday, <br />September 6 to Friday, October 7, 2005. During this time, Liberty Street will be <br />completely blocked from just below Dillard Street and the driveway into Product <br />Restoration Services to the Clearview intersection. During that time, all traffic will be <br />routed to Northside Drive. To aid in traffic movement, a temporary right turn lane <br />will be installed across the former service station property on the northeast side of the <br />Liberty j Clearview intersection, traffic signal timing changes will be made at the <br />Liberty jClearview intersection, the NorthsidejCommonwealth intersection, and <br />possibly the CommonwealthjHospital Drive intersection; and provisions will be made <br />for 3 off-duty police personnel to direct traffic as needed at the NorthsidejClearview <br />intersection and the NorthsidejCommonwealth intersection between the hours of 7 am <br />to 9 am, and 3 pm to 6 pm during the week. VDOT will provide necessary signage and <br />will assist in notification of businesses in the area and public announcements. <br /> <br />After Liberty Street is re-opened to traffic, a construction schedule will be finalized for <br />the installation of the culvert under Northside, which again will require the complete <br />closing of Northside Drive. At present it is anticipated Northside will be closed for an <br />approximate 30 day period from mid-October to mid-November with the exact <br />schedule being determined after the Liberty Street culvert is completed. <br /> <br />Attachments: <br /> <br />None <br /> <br />Recommendations: No action required <br />
