February 12, 2005 <br /> <br /> A summit meeting of the Council of the City of Martinsville, Virginia, was held on <br />February 12, 2005, in Council Chamber, Municipal Building, beginning at 8:00 A. M., <br />with Mayor Joe Cobbe presiding. Council Members present included: Joseph R. <br />Cobbe, Mayor; Kimble Reynolds, Jr., Vice Mayor; and Council Members James W. <br /> <br />Clark, J. Ronald Ferrill, and Ter~J L. Roop. <br /> Robert R. Collins, City Manager, provided an overview of the Directors' Retreat <br />held and the process to formulate today's presentation. The presentation included <br />community and organizational goals, vision, action plan (service needs, projects, and <br />programs, staffing, and goals), and capital improvement plans. <br /> Mayor Cobbe expressed Council's appreciation to Administration and Staff for <br /> the r work and d~ ~gence regarding today's presentation. <br /> Council Member Ferrill moved to adopt the following Resolution; the motion was <br /> duly seconded and carried by the following vote, with all members voting: Vote 5 - 0; <br /> Yeas (5) - Clark, Cobbe, Ferrill, Reynolds, Roop; Nays (0) - None: <br /> WHEREAS, too many of Virginia's ~ural communities have not <br /> shared in the economic growth that has been enjoyed by the rest of <br /> the Commonwealth; and, <br /> WHEREAS, many rural areas have a higher rate of unemployment <br /> than Virginia as a whole, and there is a widening gap in the per- <br /> capita income of Virginians living in rural areas and the rest of the <br /> state; and <br /> WHEREAS, like similar communities across the nation, Virginia's <br /> rural areas have been hard hit by the loss of manufacturing jobs, by <br /> aging and inadequate infrastructure, and by the exodus of young <br /> people for the promise of better jobs in other areas of lhe state and <br /> nation; and <br /> WHEREAS, promoting economic growth in Virginia's rural <br /> communities is one of our state's highest priorities; and <br /> WHEREAS, to that end, Virginia has made record new investments <br /> in public education; reformed workforce training, and worked <br /> aggressively to attract new lobs to communities across rural <br /> Virginia; and <br /> <br /> <br />
