February 8, 2005 <br /> <br /> Martinsville City Council held a regular monthly work session Tuesday, <br />February 8, 2005 at I p.m. in City Council Chambers. Members present included Mayor <br />Joseph R. Cobbe; Vice-Mayor Kimble Reynolds; James Clark; J. Ron Ferrill; and Terry <br />Roop. Staff members including City Manager Dan Collins, Assistant City Manager <br />Wade Bartlett and department heads also attended. <br /> <br /> Mayor Cobbe called the meeting to order and the city manager detailed the <br />agenda. <br /> <br /> Council discussed the status of the proposed merger of Martinsville City Leisure <br />Services with Henry County Parks & Recreation. Mr. Collins reported that no change <br />has occurred in the status of the project, which has not met the approval of the Henry <br />County Board of Supervisors. Each member of the council expressed his opinion on <br />the status. Mr. Roop stated that since no progress has been made, the two entities <br />should work together to merge specific programs, and that employees have been in <br />limbo, without certain direction. Mr. Ferrill's preference was to ask the supe~isors to <br />put together an alternative proposal and work to communication between the two <br />boards. <br /> <br /> The vice mayor reported that he had spoken with the chair and vice-chair of the <br /> supervisors and expressed concern that the board had not responded to the city's <br /> proposal. Mr. Reynoids requested a meeting between the leadership of the two boards, <br /> the city manager and county administrator to facilitate discussion. Mayor Cobbe stated <br /> his belief that the council is entitled to a response, whether positive or negative, so that <br /> the issue can be brought to conclusion. He further stated his disappointment at the lack <br /> <br />of communication from the Board of Supervisors. <br /> <br /> <br />
