11,2005 <br /> <br />, - - "A regular work session of the Council of the City of Martinsville, Virginia, was <br /> <br />held on January 11,2005, in Council Chamber, Municipal Building, beginning at 1:00 P. <br /> <br /> M.,' with Mayor Joe Cobbe presiding. Council Members present included: Joseph R. <br /> <br /> Cobbe; Kimble Reynolds, Jr., Vice Mayor; and Council Members J. Ronald Ferrill and <br />· Terry L. Roop. Council Member James W. Clark was absent due to illness. <br /> <br /> . Robert R. Collins, City Manager, welcomed everyone to the work session. <br /> Council considered an update on Martinsville Mustangs baseball. Matthew <br /> <br /> Hankins, Communications Manager, introduced Doug Gibson, General Manager. Mr. <br /> Gibson reported that the name and logo have been created and current attention is on <br /> advertising, ticket sales, and home hosts for players. Player agreements were sent <br /> today to individuals across the country, two of which have local ties. The website is <br /> <br />www.martinsvillemustangs.com. <br />post-season tournament. <br /> <br />The season will run June 2-August 8, 2005, with a <br /> <br /> Council considered discussion of the proposed consolidation/merger of the City's <br />Leisure Services Department and the Henry County Parks and Recreation Department. <br />City Manager Collins presented the history, options, and recommendations. The <br />options include (1) reject merger; (2) approve ~mergor; (3) continue to mer~e current and <br />future programs; and (4) develop alternative merger plan. His recommendation is to (1) <br />create a regional park authority; (2) transfer of all assets of both departments to the <br />authority; and (3) utilize an equitable funding formula. A discussion ensued regarding a <br /> <br />potential additional layer of government and levels of service. By general consensus <br /> <br />with no vote taken, Council agreed for City Manager Collins to share his <br /> <br />recommendation with Benny Summerlin, County Administrator, County of Henry.. - ~ <br /> <br /> <br />
