CITY OF MARTINSVILLE, VIRGINIA <br />ORDINANCE NO. 2005-4 <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in regular <br />session assembled May 24, 2005, that it does hereby amend Chapter 21--Taxation, <br />Article IV--Tax for E911 Emergency Telephone System, Section 21-5 l--Imposed; <br />Application; Exemption of the City Code, (effective November 1, 2005) as follows: <br /> <br />Sec. 21-51. Imposed; application; exemption. <br /> <br /> There is hereby imposed a special tax on Martinsville consumers of telephone <br />service in the amount of three dollars ($3.00) per month for each access line. Said special <br />tax hereby imposed shall be first utilized solely for the initial capital, installation and <br />maintenance costs of the E911 emergency telephone system. This levy shall be reduced <br />when the capital and installation costs have been fully recovered to the level necessary to <br />offset recurring maintenance, repair, and system upgrade costs and salaries or portion of <br />salaries of dispatchers or calltakers paid by the locality which are directly attributable to <br />the E911 program only. Said levy shall apply to all telephone service bills rendered on <br />and after August 1, 1988, but shall not apply to federal, state or local government <br />agencies. <br /> <br />Attest: <br /> <br />Johnathan B.
