Patrick definitely wants a new jail, has to have one b/c of ongoing DoJ <br />complaints about Its aging (1~)12) facility, and recognizes that a regional <br />is its best option. It is still participating w/Pittsylvania b/c it can <br />get some of the local crime stats study done for free. tlowever, Patrick is <br />ultimately interested only In a regional with Martinsville and tlenry. <br />Patrick has already had DoC do a presentation for their board. Patrick also <br />recognizes that the regional would not likely be located In Patrick, and <br />accepts that. <br /> <br />2. A regional M-H-P agreement would need to be executed before a reversion <br />by l~l'vllle. Once executed, reversion makes no difference. A regional may <br />only be created between three or more cities and/or counties. The state <br />pays for 50°,6. Estimated per-bed costs are $50-80K, depending on security <br />level. I~I-H-P would need to start with a 650 bed.~ail (expandable), <br />according to DoC. <br /> <br />3. Everything west and north of Patrick is already in New River regional. <br />Franklin is going with Roanoke and Salem. Pittsylvanla. Danville and Halifax <br />seems a logical combo.
