Box 1112 <br />Martinsville, Virginia 24114 <br /> <br />Re: Regional Jail <br /> <br />Dear Mr. Collins: <br /> <br />As you are aware, we have been discussing the establishment of a partnership between <br />Pittsylvania County, the City of Danville, Patrick County and the City of Martinsville for the <br />establishment for a regional jail authority in order to construct the regional jail facility serviceable <br />to all of the partners. We are at a position in Pittsylvania County where it is necessary that the <br />proposed partners for this regional jail actually commit to participating in a regional authority, so <br />that we could complete the necessary community based corrections plan and the required <br />planning study to be submitted to the General Assembly prior to the next General Assembly <br />meeting in order to get an exemption for a regional jail facility in the State budget amendments. <br /> <br />It is necessary that the City of Martinsville vote to become a member of a regional authority with <br />Pittsylvania County, Patrick County, the City of Danville and the City of Marfinsville. This <br />would require for the necessary plans listed above, that the cost be distributed equally among the <br />partners for completing those studies. The final establishment of an authority would require <br />resolutions, signatures of agreement, required ordinances and contracts for participation with the <br />compensation board. <br /> <br />Pittsylvania County is the only partner with an existing conununity based corrections plan that <br />only need one-year of updating; the remaining partners may have to begin from scratch. This is <br />incorporated in the following costs: <br /> <br />It is estimated that the required update and the new incorporated community based correction <br />study will be a cost of $13,750 each. The required program study would be a cost of $5,000 each. <br />The required planning study would require the partners to participate at a cost of $11,750 each. <br />The total amount necessary for the community based correction plans, program study and <br /> <br /> <br />
