Draper, Sheriff <br /> <br />Subject: Regional Jail Concept <br /> <br />Date: November 19, 2004 <br /> <br />I have several comments/ideas regarding the proposed regional jail. Actually the report gives me more <br />questions than answers. <br /> <br />Laura and I have skimmed through the report and I have spoken with Sheriff Cassell. <br /> <br />Wade and I met with representatives from all the other localities several months ago to discuss the possibilities <br />ora regional facility. Mr. Powell of Powell Consulting Services came by several weeks ago and gathered <br />information on our correctional facilities for this report. I have heard nothing from Pittsylvania County or <br />Powell Consulting since that time until receiving this report from Mr. Collins. <br /> <br />Laura and I will look into this document in more detail over the weekend and get back with Wade so that we <br />can discuss this issue on Tuesday. <br /> <br />First impressions from me are: <br /> <br /> 1) Where is this facility to be constructed? The City of Martinsville or somewhere in Henry County is <br /> more centrally located to all the involved localities than Chatham. <br />2) Transportation of inmates? Who is responsible for transporting inmates from the regional facility to <br /> courts, doctor's offices or to the DOC? <br />3) Medical Cost? Who is responsible for the medical cost of inmates held in the regional facility? Medical <br /> cost is one of the largest expense we have for our inmate population and we have no way of controlling <br /> that cost if the inmate is housed in the regional facility. <br />4) Per Diem? What will the daily per diem cost be to the City of Martinsville for each inmate held? (This <br /> may be in the report and l just have not seen it yet) <br /> <br /> <br />
