February 22, 2005 <br /> <br /> A regular, monthly meeting of the Council of the City of Martinsville, Virginia, was <br />held on February 22, 2005, in Council Chamber, Municipal Building, beginning at 7:30 <br />P. M., with Mayor Joe Cobbe presiding. Council Members present included: Joseph R. <br />Cobbe, Mayor; Kimble Reynolds, Jr., Vice Mayor; and Council Members James W. <br />Clark, J. Ronald Ferrill, and Terry L. Roop. <br /> <br /> Following the invocation by Vice Mayor Reynolds and Pledge to the American <br />Flag, Mayor Cobbe welcomed everyone to the meeting. He recognized, also, Randall <br />McGarry and Ben McGarry who are working towards their Boy Scout Citizenship in <br />Community badges. <br /> <br /> Council Member Ferrill moved to approve the minutes of lhe January 11, 2005, <br />January 25, 2005, and February 1, 2005, meetings as presented; the motion was duly <br />seconded and carried by the following vote, with all members voting: Vote 5 - 0; Yeas <br />(5) - Clark, Cobbe, Ferrill, Reynolds, Roop; Nays (0) - None. <br /> <br /> Council considered the "Citizen of the Year" award presentation by the Police <br />Department. Michael Rogers, Chief of Police, stated, 'q'onight, we recognize the future, <br />the Boys & Girls Club of Martinsville & Henry County," He presented a history and <br />overview of the Club. Four sites opened in September 2004 at Albert Harris <br />Intermediate School, Clearview Elementary School, Druid Hills Elementary School, and <br /> <br />Martinsville Middle School, and serve 330 children. <br /> <br />Cathie Carter, Nancy Bell, and Lee Lester, <br /> <br /> Council considered business from the floor. <br /> <br />The awards were presented to <br /> <br />Rick Martin, of 1203 Valleyview <br /> <br />Road, stated that he would Jike for Martinsville High School to be able 1o use Hooker <br />Field more than it is currently allowed. Robert R. Collins, City Manager, responded with <br /> <br /> <br />
