February 8, 2005 <br /> <br /> Mr. Clark stated that the city proposal was fair and that it would be <br />unprofessional for the county to not respond, asking for a response by March'1,2005. <br />Mr. Ferrill stated his support for Mr. Reynolds' proposal for a meeting of the leadership <br />of the staff and two boards. <br /> <br /> Mr. Collins detailed information on recreation programs, showing the city and <br />county to be above the national average in park acreage, tennis and basketball courts, <br />but lagging in trail miles and recreation center availability. He announced the top five <br />areas for growth in recreation participation in the areas, including fishing, an aquatic <br />center, biking, golf and basketball. He also announced that council was invited to <br />participate individually in focus groups on a Harvest Foundation leisure needs study. <br /> <br /> Turning to a regional jail study proposed by Pittsylvania County, Mr. Collins <br />indicated that Pittsylvania has delayed the study to November 2005. <br /> <br /> Mr. Collins called on Water Resources Director John Dyches for a report on a <br />plan to reduce storm water inflow into the city's sanitary sewer system. Mr. Dyches <br />detailed the scope and age of the city's system and explained a plan to create a three- <br />person crew (filled by transferring landfill employees when the landfill shuts down in late <br />2005 or early 2006) to reduce seepage and leakage of storm water into the system to <br />reduce stress on the wastewater treatment plant and reduce the possibility of overflow <br />at the plant. The long-term goal of the plan is to reduce costs by increasing efficiencies <br />and reducing strain on the treatment plant. Council members agreed with the plan and <br />indicated the city manager could proceed. <br /> <br /> Leon Towarnicki, public works director, detailed the waste stream analysis for the <br />city landfill, showing 90,000 tons of waste annually, or 280 tons per day on average, <br /> <br /> <br />
