Martinsville <br />A CITY WITHOUT LIMITS <br /> <br />April21,2005 <br /> <br />The Honorable Mayor and City Council <br />City of Martinsville <br />Martinsville, Virginia <br /> <br />Dear Council Members: <br /> <br />The Planning Commission, at its regular meeting of April 21, 2005, conducted a duly <br />advertised public hearing on a request by Diane Bow&n, to rezone property located at <br />603 Starling Avenue, {known as parcel 43(08)I0 on the Tax Map of the City of <br />Martinsville) from R-9 Residential to P-2 Professional. <br /> <br />At the Public Hearing it was noted this residential property is currently vacant. The <br />petitioner wishes to market the property for a professional use. The property is <br />surrounded by properties zoned R-9 Residential, P-2 Professional, C-IA Commercial and <br />C-3 Commercial. This property is already designated as Professional on the Proposed <br />Land Use Map of the Comprehensive Plan. Landscaping and parking are to be provided <br />in front of the property. An adjacent property owner spoke at the public heating. They <br />had no concerns with the proposed use but were concerned that sufficient parking be <br />required. <br /> <br />In order to assure compliance with Virginia Code 15.2-2200, it is stated that the public <br />purpose for which these Resolutions are initiated is to promote the public health, safety or <br />general welfare of its citizens and to plan for the future development of the community. <br /> <br />Following evidence heard at the public hearing, the Planning Commission voted <br />unanimously (3-0) to recommend to City Council the rezoning request be granted <br />conditioned on compliance with the parking and landscaping requirements of the Zoning <br />Ordinance. <br /> <br />55 West Church 51reet P.O.
