Therefore, approximately 1 <br />in 5 or 20% ofthe citizenry of said jurisdictions are receiving services fi.om the Henry- <br />Martinsville Department of Social Services. This ratio is high, as one of I to S or I to 9 <br />is more thc norm in the state. <br /> <br />Caseload standards data in 1998 showed a need for an additional eleven (1 !) eligibility <br />workers and five (5) more social workers. A concerted effort to alleviate this <br />understaffing was never fulfilled, primarily due to the Catch 22 situation of lack ofspace <br />to station them. The other reason not to seek the sixteen (16) new workers was.severe <br />budgetary constraints. It is estimated there is now a need for twenty-five (25) additional <br />employees due to an ever increasing caseload now, which was not the case in 1998. <br /> <br />What is the economic impact the local department ofsoclal services brings to the <br />conununity? The department's 2003.2004 Fiscal Year Annual Report shows a total of <br />$66,141,939 return to the community and surrounding environs. For the 2002-2003 <br />fiscal year the total was $56,745,:358. In one fiscal year the increase was $9,396,581, or <br />16.5%. Medicaid ($50,733,g04), Food Stamp Program ($7,526,055), and TANF <br />($1,693,919) account for the largest retu~ in the 2003-2004 fiscal year. These categories <br />also consistently increase annually in new cases. Some beneficiaries of the economic <br />returns include hospitals, physicians, pharmacies, other medical providers, grocery stores, <br />retail merclumts, auto service centers, fuel suppliers, homes for adults, day care centers, <br /> <br /> <br />
