Phillips <br /> <br />PROCLAMATION <br /> <br />Positive Choices for Youth Day <br /> <br />WHEREAS, the abuse of alcohol and tobacco and the use of illegal drugs <br />constitute the greatest threats to the well-being of America's children; and <br /> <br />WHEREAS, the earlier youth begin to participate in alcohol, tobacco or drug use, <br />sexual activity or violent acts, the greater their level and duration of lifetime risk, <br />including possible injury and serious health problems; and <br /> <br />WHEREAS, research reveals that a person who gets through age 21 without <br />smoking, using illegal drugs or abusing alcohol is virtually certain never to do so; <br />and <br /> <br />WHEREAS, research by The Institute for Youth Development has consistently <br />found that children and teens, provided with consistent and sound messages, are <br />capable of making positive choices to avoid risk behaviors altogether, especially if <br />they are empowered by strong parent, family, and school connections; now, <br />therefore <br /> <br />I, Joseph R. Cobbe, Mayor of the City of Martinsville, Virginia, do hereby <br />proclaim and declare April 15, 2005 as Positive Choices for Youth Day in the <br />City of Martinsville and recognize that supporting positive choices for youth is an <br />important step in empowering our youth to avoid risky behaviors. <br /> <br />Joseph R.
