Martinsville A CITY WITHOUT January 18, 2005 Mr. Benny Summerlin, County Admlnlstmtor County of Henry POBox7 Collinsville, VA 24078 Benny: At Ils regular scheduled Work Session on January 11, 2005, the City Council roached a consensus on how to approach the consolidation of the City of Martinsville Leisure Services Depadment and the Henry County Parks & Recreation Department. City Council believes Ihal consolidation Is possible with the acceptance of throe basic prlndpals. The throe action principals am: The creation of a Regional Park Authority; the Imnsfer of all parks and recreation assets and employees; and an equitable funding formula. Creation of Regional Park Authority: The Code of Virginia, In Section 15.2-5702, authorizes the creation of a Park Authority (copy attached). Both the City and County will pass concurrent Ordinances establishing the Park Autho~ily. The Ordinance establishes the name of the authority. Southslde Park Authority is suggested. The Ordinance must Identify the ama sewed being the City of Martinsvllle and Henry County. Purpose of the Authorily must be stated. Suggest that the staled purpose be to provide all mcreaflonel & Park services to Ihe defined region. The Authortly Is a 'Body Politic & Corporate' and shall have all powem granted by the Chapter of the Cede of Virglnta. The authority shall consist of 5-7 memhem. Each jurisdiction shall have an equal number of appointments.I The Authority shall appoint Ihe odd member. Transfer of All P&R Assets: The transfer of ell assets by each parlidpaflng jurisdiction would further ensure the possibility of the consolidation of the two depariments being successful. The 'Authority' would maintain all assets. Should the '^uthodty' deem any of the assets surplus or obsolete, Ihe asset would revert bac~ !o the orlglnal Judedlcflon. Should a futura asset be disposed of it would be transferred to the Judsdicllon In which It Is located. The receMng Jurisdiction would pay the Iolal value of the asset less their proporflonale sham of funding for the asset. In addition, all current employees and park relaled equipment would Imnsfer lb the 'Authority'. The director would develop an appropriate staffing plan with any reductions In staffing levels occurring Ihmugh attrition. The director would work directly for the 'Authority'; all olher employees would mpod lo the Director. Equitable Funding Fon~ula: Each jurisdiction will contribute an equal percentage amount of the total bedgel, thereby establishing the 'base funding level' of the 'Authority.' Base funding shall never be gmaler than 80% of Ihe 'Authority's' lotsl budgel. Each Jurisdiction would Ihen be responsible for their remaining funding based on the most recent census population data (as provided by WPPDC) thereby establishing it's per capita funding level. $$WeslChurchSlreet P.O.
