Martinsville <br /> <br />City Council <br />Agenda Sununary <br /> <br />Agenda Item Number <br />Department: <br />Date: <br /> <br />City Manager <br /> 2-8-05 <br /> <br />Agenda Item: Update on the proposed consolidation/merger of the Cites Leisure Services <br />Department and the Hemy County Parks and Recreation Department <br /> <br />The Council. by consensus, at its September 14. 2004 Work Session agreed not to consolidate the two <br />departments at this time. Strong emphasis was placed on merging existing and new programs and <br />considering consolidation at a later date. <br /> <br />The Council. by unanimous vote, at its September 28, 2004 Council Meeting directed staff to develop an <br />equitable plan for the consolidation of the two departments, That plan was completed and presented to <br />the Council during it's Janua.,y 11 Work Session. The plan consists of three basic but critical principals: <br />the creation of a Regional Park Authority;, the transfer of all park & recreation assets to that 'Authority'; <br />and an equitable funding formula. Council by consensus directed staff to deliver the plan to the Board of <br />Supervisors for their consideration. <br /> <br />The County Administrator responded by letter that he could not recommend the plan to his board. He <br />stated that he could not acc~.pt two of the three basic principals. He prefers a commission to an authority <br />.and is in disagreement with the equitable funding formula. I received a second letter from Mr. Summerlin <br />addressing several matters which included the following: 'I understand the feedback from the City Council. <br />after receipt of my Jam~nry 19. 2005 letter, corwerning Parks and Recreallon, reflects little interest In rnovlncj <br />forward.' He, following a meeting in which we discussed the three principals, reached this conclusion. My <br />position is that the three principals are critical and we certainly could not accept the rejection of two of the <br />three. <br /> <br />The proposed consolidation plan is still viable, and should remain as presented. <br /> <br />Recommended Council Action: Accept Report. Discuss relevant issues.
