Box lll2 <br />Martinsville, Virginia 24114 <br /> <br />Re: Regional Jail Study <br /> <br />Dear Mr. Collins: <br /> <br />Attached hereto you will find a copy of Phase A: The Blue Ridge Regional Jail Option and an <br />additional Cost and Capacity Study dated January 14, 2005, where we reviewed the City of Danville, <br />Pittsylvania County and Patrick County and added on a cost for Franklin County. The intent of this <br />study was to present one to the General Assembly, that we had enough participants for a regional jail <br />facility in order to change the wording in the appropriation's amendment for 2005. <br /> <br />In order for the General Assembly to make that change, there either had to be an official authority <br />created or resolutions from each jurisdictions guaranteeing that they would participate in a regional <br />authority by January 20, 2005. Because of the compressed time to try to get the jurisdictions to <br />agreement without sufficient study time, it appears to be the best action of Pittsylvania County and its <br />surrounding jurisdictions to continue this study from January 2005 through November 2005 and to <br />find at least three (3) partners among us or more that will participate in an authority so that we could <br />change the exemption status in the 2006 General Assembly with an existing regional jail authority <br />that has concrete plans and costs to move forward with. <br /> <br />I am requesting that you review the capacity study dated January 14, 2005 and refer back to the <br />original study of October 25, 2004, wherein we can add additional partners and possibly lower the <br />per diem cost and the debt service among all the partners if we can get agreements between the <br />jurisdictions that wish to participate in this regional authority. <br /> <br />I would like to have another meeting in February with all of the proposed partners, so that wc could <br />discuss further the ability to get a more defined partnership and funding estimates in order to <br />establish the required authority. <br /> <br />If you should have any questions concerning any of the attached material, please do not hesitate to <br />contact my office. <br /> <br /> <br />
