238 <br />December 14, 2004 <br /> <br /> A regular, monthly and quarterly neighborhood focus meeting of the Council of <br />the City of Martinsville, Virginia, was held on December 14, 2004, in Council Chamber, <br />Municipal Building, beginning at 1:00 P. M., with Mayor Joe Cobbe presiding. Council <br />Members present included: Joseph R. Cobbe, Mayor; Kimble Reynolds, Jr., Vice <br />Mayor; and Council Members James W. Clark, J. Ronald Ferrill, and Terry L. Roop. <br /> <br /> Following the invocation by Council Member Ferrill and Pledge to the American <br />Flag, Mayor Cobbe welcomed everyone to the meeting. <br /> <br /> Council Member Ferrill moved to approve the minutes of the October 28, 2004, <br />November 9, 2004, and November 23, 2004, meetings as presented, and the December <br />2, 2004, meeting as amended; the motion was duly seconded and carried by the <br />following vote, with all members voting: Vote 5 - 0; Yeas (5) - Clark, Cobbe, Ferrill, <br />Reynolds, Roop; Nays (0) - None. <br /> <br /> The following City employees were recognized for receiving Service Awards from <br />October to December 2004: <br /> <br /> 25 Years - S. Joseph Phillips, Police; Timothy Porter, Police; Terry <br /> Morton, Circuit Court <br /> 15 Years - Randy Gregory, Public Works; Kenneth McFarling, <br /> Sheriff's Office <br /> 10 Years - Pamela Shoemaker, Commissioner of the Revenue's <br /> Office; Christopher Chambers, Water Resources; Dorm Shumate, <br /> Police; Gary Thomas, Police <br /> 5 Years - Bradley Beam, Fire; Eben Stone, Police; Robert <br /> Gillespie, Police; Anita Sower, Police <br /> <br /> The following City employees were recognized for being nominated for the 2004 <br />Fourth-Quarter Service Excellence Award: Linda Conover, Finance; Tammy Davis, <br />Community Development; and Betty Thompson, City Manager's Office. Ms. Conover <br />was named the Quarterly Winner. <br /> <br /> <br />
