Ms. Hopkins indicated a secOnd facility could <br />allow the city to have more individual holding cells to meet unique or special <br />incarceration needs, including medical and se'Curity segregation of inmates <br />outside the general population. <br /> <br /> Mr. Roop inquired about officer safety. Both the sheriff and the chief <br />deputy indicated that maximizing officer safety could require some modifications <br />in design of the facility. <br /> <br /> Mr. Collins outlined the economic and operational assumptions associated <br />with construction of regional jails. <br /> <br /> Mr. Reynolds moved to authorize the city manager to accept the request <br />from Pittsylvania County to enter the regional jail study subject to the City not <br />having to pay for the operational study ahd the ability of the City to decline in <br />participating in construction. Mr. Roop seconded the motion. Council <br />unanimously approved the motion by voice vote. <br /> <br /> Mr. Collins asked Public Works Director Leon Towarnicki to detail the <br />receipt of bids for the Liberty Street-Clearview-Northside street and intersection <br />reconstruction project. The virginia Department of Transportation received bids <br />for the third tirfie Nov. 17, and bids again came in higher than originally projected. <br />VDOT's allocations do not cover the costs of the higher bid, and it recommended <br />that the city proceed with the first phase of the project by borrowing against <br />future allocations. Borrowing against allocations WOuld push Phase II back as far <br />as 2010. <br /> <br /> Mr. Towarnicki recommended that the city follow VDOT's <br />recommendation: He stated that proceeding would not interfere with the City's <br />maintenance p~'ograms, council discuSSed alternative methods of financing or <br /> <br /> <br />
