October 28, 2004 <br /> <br /> A special meeting of the Council of the City of Martinsville, Virginia, was held on <br />October 28, 2004, at Hooker Field, beginning at 2:00 P. M., with Mayor Joe Cobbe <br />presiding. Council Members present included: Joseph R. Cobbe, Mayor; Kimble <br />Reynolds, Jr., Vice Mayor; and Council Members James W. Clark, J. Ronald Ferrill, and <br />Terry L. Roop. <br /> <br /> Council considered the need to meet in Closed Session. In accordance with <br />Section 2.1-344 (A) of the Code of Vir.qinia (1950, and as amended) and upon motion <br />by Vice Mayor Reynolds, duly seconded, and by unanimous recorded vote, Council <br />convened in Closed Session, for the purpose of discussing the following matters: <br /> <br /> A. Consultation with legal counsel regarding specific legal matters <br /> requiring the provision of legal counsel, as authorized by <br /> Subsection 7. <br /> <br /> At the conclusion of this Closed Session, each returning member of Council <br />certified that (1) only public business matters exempt from open meeting requirements <br />were discussed in said Closed Session; and (2) only those business matters identified <br />in the motion convening the Closed Session were heard, discussed, or considered <br />during said Session. Upon return to Open Session, Council took the following actions: <br /> <br /> A. Council Member Ferrill moved to authorize the City Manager to sign <br /> a franchise purchase document with Coastal Plain League; the <br /> motion was duly seconded and carried by the following vote, with <br /> all members voting: Vote 5 - 0; Yeas (5) - Clark, Cobbe, Ferrill, <br /> Reynolds, Roop; Nays (0) - None. <br /> A. Council Member Roop moved to authorize the City Manager to <br /> adjust the FY05 budget to reflect such franchise purchase; the <br /> motion was duly seconded and carried by the following vote, with <br /> all members voting: Vote 5 - 0; Yeas (5) - Clark, Cobbe, Ferrill, <br /> Reynolds, Roop; Nays (0) - None. <br /> <br /> A Press Conference followed. Mayor Cobbe stated, "The City is pleased to <br />announce that it is purchasing and will operate a baseball franchise in the Coastal Plain <br /> <br /> <br />
