October 28, 2004 A special meeting of the Council of the City of Martinsville, Virginia, was held on October 28, 2004, at Hooker Field, beginning at 2:00 P. M., with Mayor Joe Cobbe presiding. Council Members present included: Joseph R. Cobbe, Mayor; Kimble Reynolds, Jr., Vice Mayor; and Council Members James W. Clark, J. Ronald Ferrill, and Terry L. Roop. Council considered the need to meet in Closed Session. In accordance with Section 2.1-344 (A) of the Code of Vir.qinia (1950, and as amended) and upon motion by Vice Mayor Reynolds, duly seconded, and by unanimous recorded vote, Council convened in Closed Session, for the purpose of discussing the following matters: A. Consultation with legal counsel regarding specific legal matters requiring the provision of legal counsel, as authorized by Subsection 7. At the conclusion of this Closed Session, each returning member of Council certified that (1) only public business matters exempt from open meeting requirements were discussed in said Closed Session; and (2) only those business matters identified in the motion convening the Closed Session were heard, discussed, or considered during said Session. Upon return to Open Session, Council took the following actions: A. Council Member Ferrill moved to authorize the City Manager to sign a franchise purchase document with Coastal Plain League; the motion was duly seconded and carried by the following vote, with all members voting: Vote 5 - 0; Yeas (5) - Clark, Cobbe, Ferrill, Reynolds, Roop; Nays (0) - None. A. Council Member Roop moved to authorize the City Manager to adjust the FY05 budget to reflect such franchise purchase; the motion was duly seconded and carried by the following vote, with all members voting: Vote 5 - 0; Yeas (5) - Clark, Cobbe, Ferrill, Reynolds, Roop; Nays (0) - None.
