Shirley Barlow, of College Street, expressed concerns that her friend's house on Park Street has not been repaired, yet. She expressed, also, concerns that the Fire Department does not have a doorbell and the Municipal Building does not have sufficient handicap parking. These concerns were noted by Administration and Staff. Council continued discussion of the proposed merger of the Henry County Parks and Recreation Department and the City's Leisure Services Department. City Manager Collins highlighted the events leading up to this point. Council Member Clark stated that he had not "seen anything from Henry County indicating whether they wanted it or not" and that a more professional study is needed. Council Member Roop stated that he felt that the two localities are getting away from cooperative efforts with a "group mania to just merge them!" He recommended that the following three questions be answered prior to any action: (1) Where does Henry County stand? (2) Can the two programs be merged to be beneficial to both localities? (3) Can the merger be done equitably? Vice Mayor Reynolds stated that Henry County appears to be in favor, as quoted in the Martinsville Bulletin. City Manager Collins stated that Henry County concurs with the
