September 14, 2004

Martinsville City Council held a regular monthly work session Tuesday,
September 14 at 1 p.m. Members present included Mayor Joseph R. Cobbe,
Vice-Mayor Kimble Reynolds and council members James W. Clark, J. Ron
Ferrill and Terry L. Roop.

Mayor Cobbe called the meeting to order and turned the meeting over to
City Manager Dan Collins.

Under old business, Mr. Collins announced that staff recognitions will be
on the agenda for September 28, then called for a presentation from Mr. Butch
Hamlet, chairman of the Martinsville-Henry Economic Development Corporation.
Mr. Hamlet updated council on the search for the body's chief executive, the
status of the interim officer and renovations to the corporation's offices, the
branding initiative, coordination with city and county economic development
offices and the applicability of the Freedom of Information Act to the corporation.

The City Manager called on Police Chief Mike Rogers to report regarding
the safety status of the City Firing Range in Martinsville Industrial Park. Chief
Rogers offered PowerPoint slides illustrating the range's location and firing lines
of sight. The chief discussed the merits of keeping the existing firing range
versus locating a new range at the Martinsville Landfill on Clearview Drive.
Economic Development Director Tom Hamed said the current range would not
be suitable for development as an industrial site. Mr. Reid Young, who made the
initial inquiry about the range, spoke and presented a post from the range as an
illustration of his safety concerns. By consensus, council expressed its desire to
keep the existing range with the intention to develop a new range as able.

20i
