November 9, 2004 228 <br /> <br /> Mr. Collins called upon Wayne Knox, manager of planning, housing and <br /> zoning, to detail a tree ordinance drafted for council, approved by the planning <br /> commission but never acted upon. The ordinance would affect public, city-owned <br /> property, and sets forth requirements for replacement of removed trees and for <br /> proper trimming and pruning of existing trees. The ordinance would also create a <br /> tree board to review and set for plans for the replacement of trees. Mr. Knox <br /> stated that this ordinance would not affect private property, which is addressed in <br /> the city's property maintenance code. <br /> <br /> Mr. Ferrill stated that he strongly believes the tree ordinance is necessary <br />as a quality of life issue and as a precursor to qualifying for federal and state <br />forestry grants. Further discussion ranged to standards of proper care for trees, <br />responsibility for trimming trees in power lines, and property maintenance <br />standards. Mr. Roop asked Gateway Streetscape Foundation executive director <br />Lois Christensen to speak to the ordinance. <br /> <br /> Ms. Christensen detailed Gateway's reasons for encouraging passage of <br />the tree ordinance, including community appearance, preservation of historic <br />trees and urban tree cover and protection of public parks and land. Mr. Ferrill <br />asked Ms. Christensen to review the ordinance to ensure it fully addresses the <br />foundation's concerns. <br /> <br /> Mayor Cobbe asked that the item be placed on the agenda for the <br />November 23 meeting. Mr. Ferrill asked for a clarification of an addition that <br />would allow the electric department chief to determine if a tree is apt to cause a <br />power outage, Mr. Collins clarified that the language was inserted to allow the <br /> <br /> <br />
