November 23, 2004 230 A regular, monthly meeting of the Council of the City of Martinsville, Virginia, was held on November 23, 2004, in Council Chamber, Municipal Building, beginning at 7:30 P. M., with Mayor Joe Cobbe presiding. Council Members present included: Joseph R. Cobbe, Mayor; Kimble Reynolds, Jr., Vice Mayor; and Council Members James W. Clark, J. Ronald Ferrill, and Terry L. Roop. Following the invocation by Council Member Clark and Pledge to the American Flag, Mayor Cobbe welcomed everyone to the meeting. Council Member Ferrill moved to approve the minutes of the October 26, 2004, meeting as presented; the motion was duly seconded and carried by the following vote, with all members voting: Vote 5 - 0; Yeas (5) - Clark, Cobbe, Ferrill, Reynolds, Roop; Nays (0) - None. Council considered adoption of a Resolution approving the legislative policy statement for the 2005 General Assembly. Council Member Roop moved to approve the following Resolution and policy statement; the motion was duly seconded and carried by the following vote, with all members voting: Vote 5 - 0; Yeas (5) - Clark, Cobbe, Ferrill, Reynolds, Roop; Nays (0) - None: WHEREAS, the administrative staff of the City of Martinsville has developed, with Council's guidance, a legislative policy statement for the 2005 General Assembly; now, therefore, BE I'r RESOLVED by the City Council of Martinsville, Virginia, in regular session assembled November 23, 2004, that Council hereby adopts the attached legislative policy statements recommended by its staff. 2005 Legislative Policy Statement of City Council By resolution dated November 23, 2004, Martinsville City Council adopts the following legislative policy statements to serve as a guide for local legislators and for the staff's lobbying efforts during the 2005 session of the General Assembly:
