221 <br /> <br />October 26, 2004 <br /> <br />Second reading of Ordinance 2004-16 adding subsection (c) to Section 21-4 <br />of Chapter 21 Taxation of the City Code: <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, <br />Virginia, in Regular Session held on September 28, 2004, that <br />Sections 21-4 of the Code of the City of Martinsville be, and hereby <br />is, amended to add subsection (c), to read as follows: <br /> <br />Sec. 21-4. Procedure relative to delinquent real estate taxes. <br /> <br />(c) The city treasurer or his or her designee is authorized to <br />release and remove any delinquent real estate tax liens or any <br />portion thereof in order to facilitate the private sale of real property. <br />Such liens may be released only as to a purchaser who is unrelated <br />by blood or marriage to the property owner, who has no business <br />association with the property owner, who owes no delinquent real <br />estate taxes for any real estate located within the city and where <br />the subject real property, including land and improvements, is <br />assessed at less than $50,000.00. Such liens shall remain the <br />personal obligation of the owner of the property at the time the liens <br />were imposed. The city treasurer shall promulgate the <br />requirements, limitations or conditions for release of such liens to <br />encourage the redevelopment of deteriorated property and the <br />elimination of blight. (Code 1993, § 27-74.2) <br /> <br />Second reading of Ordinance 2004-18 amending Section 24-6 Archery <br />Season for Deer of the City Code: <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, <br />Virginia, in Regular Session held on September 28, 2004, that <br />Section 24-6 of the Code of the City of Martinsville, be, and hereby <br />is, amended to read as follows: <br /> <br />Sec. 24-6. Archery Season for Deer. <br /> <br />Notwithstanding the provisions of any other ordinance in the Code <br />of the City of Martinsville, it shall be legal for persons to discharge <br />an arrow from a compound, recurve or cross bow, for the purpose <br />of taking deer, within the City of Martinsville, during the designated <br />days and times of the Special Urban Archery Season, the Early <br />Archery Season, and the Late Archery Season, all as defined by <br />the Virginia Department of Game and Inland Fisheries. Any such <br />discharge shall be subject to the regulations established by said <br />Department and subject also to the following: <br /> <br /> <br />
