September 24, 2004 Martinsville The Honorable Mayor and City Council City of Martinsville MartinsvilIe, Virginia Dear Council Members: The PIanning Commission, at its regular meeting on September 23, 2004, conducted a duly advertised Public Hearing on a request by the First Baptist Church - East Martinsville, to abandon the road space, 20-feet in width and approximately 240-feet in length, extending across the parking lot at 1043 E. Church Street. At the Public Hearing it was noted this requested abandonment is a step in the process to consolidate several lots already owned by the church. All the land surrounding this road space is in the ownership of the petitioner. Several surrounding property owners made inquiries but had no opposition to the proposed abandonment. The assessed property value of this land, the surveying costs and recordation fee is the responsibility of the petitioner. In order to assure compliance with Virginia Code 15.2-2200, it is stated that the public purpose for which these Resolutions are initiated is to fulfill the requirements of public necessity, convenience, and general welfare. Following discussion of the matter, the Planning Commission voted unanimously (3-0) to recommend to City Council the proposed abandorm~ent be granted, conditioned on payment of the assessed value of the land and a recordation fee, and approval of a map consolidating these parcels.
