September 24, 2004 <br /> <br />Martinsville <br /> <br />The Honorable Mayor and City Council <br />City of Martinsville <br />MartinsvilIe, Virginia <br /> <br />Dear Council Members: <br /> <br />The PIanning Commission, at its regular meeting on September 23, 2004, conducted a duly <br />advertised Public Hearing on a request by the First Baptist Church - East Martinsville, to abandon <br />the road space, 20-feet in width and approximately 240-feet in length, extending across the parking <br />lot at 1043 E. Church Street. <br /> <br />At the Public Hearing it was noted this requested abandonment is a step in the process to <br />consolidate several lots already owned by the church. All the land surrounding this road space is in <br />the ownership of the petitioner. Several surrounding property owners made inquiries but had no <br />opposition to the proposed abandonment. The assessed property value of this land, the surveying <br />costs and recordation fee is the responsibility of the petitioner. <br /> <br />In order to assure compliance with Virginia Code 15.2-2200, it is stated that the public purpose for <br />which these Resolutions are initiated is to fulfill the requirements of public necessity, convenience, <br />and general welfare. <br /> <br />Following discussion of the matter, the Planning Commission voted unanimously (3-0) to <br />recommend to City Council the proposed abandorm~ent be granted, conditioned on payment of the <br />assessed value of the land and a recordation fee, and approval of a map consolidating these parcels. <br /> <br />The Planning Commission respectfully submits the above recommendation for Council's further <br />consideration. <br /> <br />Sincerely, <br /> <br />James A.
