Phillips <br /> <br />2005 Legislative Policy Statement of City Council <br /> <br />By resolution dated November 23, 2004, Martinsville City Council adopts the following <br />legislative policy statements to serve as a guide for local legislators and for the staff's lobbying <br />efforts during the 2005 session of the General Assembly: <br /> <br />Education: Support the Superintendent's legislative priorities for 2005. Continue to <br />support the effort to have the state fully fund its mandates for the Standards of Quahty. <br />Support efforts to restore state funding for construction and renovation of school <br />buildings. <br /> <br />Economic Development: Support addition of incentive funding to the Virginia <br />Economic Development Partnership and other similar programs, which have historically <br />provided technical and financial assistance ro Virginia's locaI governments' economic <br />development efforts. Support efforts to allow communities approved for more than one <br />enterprise zone to also be allowed to maintain more than one sub-zone. <br /> <br />Transportation: Support increasing state funding to complete U.S. 58 and to fast-track <br />the design, engineering, and construction of 1-73 meeting the North Carolina segment at <br />the North Carolina border, moving north through Henry and Franklin counties to the 1- <br />81 corridor. <br /> <br />Health and Welfare: Support an increase in funding for local departments of social <br />services to provide adequate funding for office space and other maintenance and support <br />COSTS. <br /> <br />· Incentive Funding for Regional Cooperation: Continue to support reinstatement of <br /> funding for the Regional Competitiveness Act. <br /> <br />· Revenue Loss: Support full state funding of for all Constitutional office and 599 <br /> obligations. <br /> <br />Transportation Reimbursement: Request budget amendments to include $450,000 in <br />the state budget as a reimbursement to the City for funds returned to the State under the <br />VDOT Bonded Road Program to build the Bonded Industrial Access Road, which now <br />serves MZM. <br /> <br />· Higher Education: Per council's previous resolution, support estabhshment of a full- <br /> time, bachelor's degree-granting residential college or university in Southside Virginia. <br /> <br />55 West Church Street P.O.
