September 28, 2004 <br /> A regular, monthly meeting of the Council of the City of Martinsville, Virginia, was <br /> held on September 28, 2004, in Council Chamber, Municipal Building, beginning at 7:30 <br /> P. M., with Mayor Joe Cobbe presiding. Council Members present included: Joseph R. <br /> Cobbe, Mayor; Kimble Reynolds, Jr., Vice Mayor; and Council Members James W. <br /> Clark, J. Ronald Ferrill, and Terry L. Roop. <br /> <br /> Following the invocation by Council Member Roop and Pledge to the American <br /> Flag, Mayor Cobbe welcomed everyone to the meeting. <br /> <br /> Council Member Ferritl moved to approve the minutes of the August 10, 2004, <br /> August 24, 2004, and September 14, 2004, meetings as presented; the motion was duly <br /> seconded and carried by the following vote, with members approving only those <br /> meetings they attended: Vote 5 - 0; Yeas (5) - Clark, Cobbe, Ferrill, Reynolds, Roop; <br /> Nays (0) - None. <br /> <br /> John Dyches, Water Resources Director, presented an Employee Suggestion <br />Award to Phillip Aaron for suggesting the addition of two overflow connections, at little <br />additional cost, to eliminate an old sludge thickener overflow problem, resulting in an <br />improved operation and significant annual maintenance cost savings. <br /> <br /> Robed R. Collins, City Manager, recognized the following nominees for the 2004 <br />Third Quarter Service Excellence Award: Esther Artis, MIS; Linda Conover, Finance; <br />Lisa Holiday, Finance; Robin Legus, Purchasing; and Donna Odell, Finance. Ms. Legus <br />was named the Quarterly Winner. <br /> <br /> The following City employees were recognized for receiving Service Awards from <br />July to September 2004: <br /> <br /> 30 Years Randy Ashworth, Public Works <br /> <br />20.5 <br /> <br /> <br />
