May 30, 2003

Martirzsville

The Honorable Mayor and City Council
City of Martinsville
Martinsville, VA

Dear Council Members:

The Martinsville Planning Commission conducted a duly advertised Public Hearing on April 17,
2003, on a proposal from City Council to adopt a Tree Ordinance Governing Public Property for the
City of Martinsville. Following review of this proposed ordinance by the City Attorney, the
Commission, at its regular meeting on Thursday, May 22, 2003, took action to recommend the
attached draft.

At the Public Hearing several citizens spoke in opposition to the proposed ordinance in its entirety.
Other citizens at the hearing had no objections to the proposed ordinance provided this does not
enhance existing regulatory control on private property.

After considerable discussion, the Planning Commission voted (3 - 0) with (1) opposing vote, to
recommend this proposed Tree Ordinance be adopted.

The Planning Commission respectfully submits the above recommendation for Council's further
consideration.

Sincerely,

Jean P.
