Martinsville Agenda Item Number '~
Department: Water Resources
Date: 11-09-04

City Council
Agenda Sunmmry

Agenda Item: Presentation of status report regarding water system disinfection byproducts.

Summary: Last November the City received notice from the VDH that, because of higher than
normal test results from samples collected in the preceding September, the four-quarter rolling
average for haloacetic acids (HAA5) exceeded the standard, and that the City would be required to
publish a public notice to all water customers accordingly. Subsequent similar notices were issued
this past March and May, with an exceedance for trihalomethane (THHM) being added to the May
notice. Results recently received from compliance samples collected this September indicate that the
City's four-quarter averages for both THHM and I-IAA5 are currently in compliance, meaning that
another public notice will not be required at this time. However, to insure future compliance, this
remains a top priority issue and is being actively pursued.

Consultants employed earlier in the year considered various methods and made recommendations to
reduce disinfection byproducts (DBP) in the City's water system. More recently, Dr. Yuefeng Xie,
noted authority on DBP formation and control from Penn State Univ., visited and made further
recommendations. Changes in the process have already been made but results are inconclusive.
Construction plans are awaiting final approval from the VDH before further changes are implemented
that may provide long-term DBP reduction.

Activities since November of '03 are tabulated in the attached summary. Further details will be
provided during the Council Work Session.

Recommended Council Action: No action required.

ATTACHMENTS: Role Call Aye Nay

Memo Council Minutes Mayor & Vice Mayor
X Staff Report Existing Ordinance M S__ Cobbe
__ Correspondence Proposed Ordinance M__ S Reynolds
__ Bid Tabulation Attomey's Report
__ P/C Recommendation Petition Council Members
P/C Minutes Contract M S__ Roop
Application Budget Amendment M S__ Ferrill
Citizen Legal Notice M S__ Clark
Consultant Report Other
