May not be a significant issue this <br /> year, as legislation passed imposing fees on privately held ]andSills. <br />· Incentive Funding for Regional Cooperation: Support reinstatement of funding <br /> for the Regional Competitiveness Act. <br /> o No legislation was introduced, either separately or in the budget. <br />· Revenue Loss: Support the restoration of state funding for all Constitutional <br /> offices and 599 Funding. <br /> o Much funding, but not all, was restored to constitutional offices. <br /> Localities did not get additional 599 funding, but were able to divert <br /> funds from education to other line items when the state increased its <br /> support for schools. <br />· Reimbursement: Affirm support for the letter written by Matt Hankins and <br /> subm/tted to the Governor by Senator Roscoe Reynolds requesting that he <br /> include $450,000 in his budget as a reimbursement to the City for funds returned <br /> to the State under the VDOT Bonded Road Program. <br /> o Governor Warner did not include reimbursement in the transportation <br /> budget, but with transportation expected to be the focal point for the <br /> 2005 session and with MZM up and running, 2005 may be the last <br /> opportunity for the city to seek this reimbursement. <br />· Governor's Tax Reform: Reserve comment until more information is available <br />regarding the potential long term impacts on local revenues. <br /> o Although the governor's tax reform bill is no longer an issue, we can <br /> expect taxes to be on the forefront of the legislature again. Improving (and <br /> even providing for basic maintenance) of highways w~ require additional <br /> taxes or another fundamental reshaping of the Virginia's tax code. <br /> However, unlike the previous session, 2005 is an election year for the <br /> House of Delegates and the proponents of transportation <br /> improvements/reform will have to make a strong case to get a major <br /> increase in fuels taxes. Without major reforms, Virginia wfl have little if <br /> any money for transportation construction and will surely fall behind on <br /> maintenance, especially in the event of a harsh winter or another heavy <br /> hurricane season. <br />· Bank Franchise Tax: Reserve comment on the letter received from the Virginia <br /> Bankers Association requesting support of legislation that would cause Credit <br /> <br /> <br />
