preventing vehicular and/or pedestrian accidents. Accidents will continue to occur
although the type and severity may change.

Results and Recommendation

An analysis of the MarkeffMoss intersection reveals that none of the minimum conditions
exist at this time that would warrant the installation of a traffic signal. Although traffic
on Market Street is substantial (approximately 12,000 vehicles per day), traffic on either
approach of Moss Street into Market Street is extremely light, typically less than 25
vehicles per hour.

Accident data for the years 2001, 2002, and 2003 indicates 10 reported accidents; 3 in
2001, 4 in 2002, and 3 in 2003. Ali accidents were reported as property damage only
with no injuries or fatalities, and no pedestrians involved. Three of the accidents were
reported as single vehicle accidents.

Based on the results of the study, it is not recommended that a traffic signal be installed at
this time.

LET

Cc: Wade Bartlett
