Approval, on second reading, of Ordinance No. 2004-17 mending Section 2-3 of <br />Chapter 2 Administration of the City Code relating to residency requirements for department heads. <br /> <br />Sturllnary: The Code of Virginia allows, but does not require, Cities to impose residency requirements <br />upon certain employees: <br /> <br />Further, new information collected by 'the Human Resources Office, indicates that 16 of the 32 <br />iurisdictions contacted have specific residency requirements For example, when the condition does not <br />apply to all department directors, the prerequisite may apply to the Chief of Police, Public Works Director, <br />and/or the Fire Chief. In some jurisdictions, the City Manager has the authority to determine where the <br />requirement will be mandatory. Most policies give newly hired employees a window of time to comply ~vith <br />the condition of employment, generally 90 days to up to 12 months. <br /> <br />The Ordinance reflects those positions that would be subject to residency requirements, those exempt from <br />the policy at the time of adoption, and the timeframe for new or promoted employees to reside within the <br />City.
