SECTION XXVI: HISTORIC BUILDINGS <br /> <br />A. Purpose <br /> <br />Be it ordained by City Council of the City of Martinsville that it hereby empowers <br />the Architectural Review Board, as established by section XXV, Paragraph F., of <br />the Zoning Ordinance of the City, to certify historically and architecturally <br />significant buildings within said city as "Martinsville historic buildings", and to <br />issue official plaques to owners of such buildings. <br /> <br />B. Qualifications <br /> <br />Requirements for qualifications as "Martinsville historic buildings" are as follows: <br /> <br />(1) The building must be sixty (60) years of age, or older; <br />(2) The exterior facade of the building must be restored to the original. <br /> Original facades may include additions or alterations made to the building, <br /> which do not detract from its architectural significance. <br /> <br />C. Notification; Fee; Placement of Plaque; Revocation <br /> <br />Applicants shall be notified as to the decision of the board, by its secretary. Those <br />owners whose buildings are certified by the board shall cause the certification <br />documents to be recorded in the clerk's office of the cimuit court of the city; the <br />clerk to charge such reasonable fee as is necessary to defray the cost of recordation. <br />Upon evidence of recordation, and payment to the city treasurer of ten dollars <br />($ i0.00), the board shall issue an official Martinsville historic building plaque to <br />the owner. The owner shall place this plaque upon the building so designated, in <br />the location and in the manner as prescribed by the board, within thirty (30) days of <br />receipt thereof. The plaque so issued shall remain the property of the City of <br />Martinsville, and in any case where the plaque is not placed in the manner as <br />prescribed by the board, the board shall take action to regain possession of the <br />plaque. <br /> <br />D. Maintenance of Building; Rescission of Designation <br /> <br />Owners of" Martinsville historic buildings" shall maintain the exterior faqade of <br />such buildings in the condition and appearance such buildings in the condition and <br />appearance such buildings were at the time of certification. Upon substantial <br />variance from this condition, the board may, by appropriate proceedings, rescind <br />the historic building designation, and regain possession of the plaque. <br /> <br />11 <br /> <br /> <br />
