Martinsville <br /> <br />Agenda Item Number VI' .~. <br />Department: <br />Date: <br /> <br />City Council <br />Agenda Smmnm'y <br /> <br />Agenda Item: Second reading of Ordinance 2004-15 on a request by the Planning Commission to <br />amend Appendix B, Zoning Ordinance, of the City Code, by adding Section XXV, Historical Districts. <br /> <br />Summary: This amendment establishes an official format for the future designations of any historic <br />areas or buildings within the city. There are presently no areas officially designated as such. However, <br />there are some structures, such as Scuffle Hill and The Little Post Office. The discussions pertaining to <br />this ordinance began back in 1996, with a study of the potential areas and sites of historical sigl~tficance, <br />both local and national. <br /> <br />This amendment would not supercede the application of the building codes. The zoning administrator and <br />the building official shall enforce this ordinance. Any requests for historic designations would be subject to <br />a public hearing before city council, following its submittal to the architectural review board. <br /> <br />An appeals process is an integral part of this amendment, beginning with the city council and going, if <br />necessary, all the way to the ch-cult court. <br /> <br />The designation of historic districts shall not be forceably imposed upon property owners. That is why <br />research must be performed before applications for such designation are submitted.
