Roop <br /> <br />Martinsville <br /> <br />RESOLUTION <br /> <br /> City Manager <br /> Robert R. Collins <br /> <br /> City Attorney <br />Eric H. Monday <br />Clerk of Council <br />Johnathan B. Phillips <br /> <br />WHEREAS, Joseph E. Finley, a 40-year resident of Martinsville, passed away July 7, 2004 at the age of 80; and <br /> <br />WHEREAS, Joseph Finley spent his professional life as an educator and school administrator who touched the <br />lives of thousands of students, parents and teachers with his focus, determination and ease of leadership; and <br /> <br />WHEREAS, Joe Finley played a critical role in integrating Martinsville's schools during a turbulent and <br />memorable time in civil rights history; and <br /> <br />WHEREAS, at the direction of his school superintendent, Joseph Finley was an administrator key to <br />implementing the Big M Awards, Martinsville's signature means to honor academic and citizenship <br />accomphshments of its students; and <br /> <br />WHEREAS, Joseph Finley capably and effectivdy served as chairman of both the Martinsville School Board <br />and the Martinsville Electoral Board, in addition to leading community efforts ~vith scouting, crime prevention, <br />hohday cdebrations and historic preservation; and <br /> <br />WHEREAS, Mr. Finley made dear to all who knew him that ~vhile his expectations for personal and <br />community success were high, his faith in people and belief in their potential were higher; and <br /> <br />WHEREAS, all ~vho knew Joseph Finley will n-dss his warm smile, his ready handshake, Ns easy manner and <br />eager participation; and <br /> <br />WHEREAS, Martinsville City Council *vorked closdy *vith JosePh Finley and came to appreciate his <br />contributions all designed to improve the community and its residents; now, therefore <br /> <br />BE IT RESOLVED by the City Council of Martinsville, Virginia, assembled this 24~h day of August, 2004, that <br />it does hereby express its sincere condolences and sympathy to the family of Joseph Finley, and does express <br />the sense of the community that, while Martinsville will gready miss Mr. Finley, it does and will continue to <br />remember fondly his contributions to the overall improvement and development of our city. <br /> <br />ATTEST: <br /> <br />Johnathan B.
