State law requires PCS to submit this contract for <br />your review and potential approval (37-1.198). The Department of Mental Health <br />expects this contract to be acted upon by local governments by September 15, <br />2004. Approval does not make local government a party to the contract and <br />creates no additional responsibility. <br /> <br />Two summary pages follow this letter. The first contains financial information and <br />the second summarizes service statistics. The substance of the contract has not <br />changed from previous years although reporting requirements continue to be <br />simplified. Also, the document has been split into two parts again with the <br />purpose of simplification: <br /> <br />· Performance Contract continues as the core financial and service <br /> agreement; and <br />· Partnership Agreement is new and pulls out of the contract important <br /> policy understandings. <br /> <br />Submission of this contract is intended to provide local governments with full <br />knowledge of and an opportunity to comment upon the services provided by <br />Community Services Boards. As the agent of local government, PCS intends to <br />meet community needs and to act on your behalf to the best of our ability. <br /> <br />Please let me know if I can provide any further information or clarification.
