July 8, 2004 <br /> <br /> A work session meeting of the Council of the City of Martinsville, Virginia, was <br />held on July 8, 2004, in Council Chamber, Municipal Building, beginning at 11:00 A. M., <br />with Mayor Joe Cobbe presiding. Council Members present included: Joseph R. <br />Cobbe, Mayor, and Council Members James W. Clark, J. Ronald Ferrill, and Terry L. <br />Roop. Kimble Reynolds, Jr., Vice Mayor, was absent due to business. <br /> <br /> Council considered adopting rules of parliamentary procedure. Eric Monday, City <br />Attorney, reviewed Council's options, Robert's Rules of Order, Sturgis' Standard Code <br />of Parliamentary Procedure, and Bubba Bob's. He recommended Sturgis, as it is a <br />"streamlining" of Robert's Rules and the most appropriate for Council. Robert R. <br />Collins, City Manager, concurred with Mr. Monday. By general consensus, with no vote <br />taken, Council placed this issue on the July 13, 2004, regular meeting agenda. <br /> <br /> Council considered discussing the proposed merger of the Henry County Parks & <br />Recreation Department and the City's Department of Leisure Services. By general <br />consensus, with no vote taken, Council approved City Manager Collins' request to <br />review this issue and delay action until the August work session. He will transmit a <br />letter to the County Administrator to indicate the City's status. <br /> <br /> Council considered discussing the regular meeting schedule. City Manager <br /> Collins recommended that the first meeting of each month (second Tuesday) be a full <br /> work session. Discussion would be encouraged, but no action would be taken. The <br /> second meeting of each month (fourth Tuesday) would then be a formal, regular <br /> meeting. A discussion ensued regarding the time of day of each meeting and the <br /> impact on actions, such as ordinances. By general consensus, with no vote taken, <br /> Council agreed to try this recommendation, beginning in August. <br /> <br /> <br />
